Mr. Fanfield thinks the despatch to Hang Kong might have been clearer, but as it referred to an Enclosed despatch to the Straits, which in its first paragraph referred to officials "appointed from home," there need not have been any doubt as to the meaning.
It was intended to refer to officers appointed from this country, as appears from despatch No. 152 to the Straits, which was subsequent...
